This new rule is trying to tell us that we can make new friends if we are determined to do it. For example you can have a friend in two months than in two years but you have to be interested in them, instead of waiting for them to like you back. Don't wait on other people to like you, instead go up to them and make conversations with them because its easier and nicer.
